Phase II of the Comprehensive Disaster Management Programme (CDMP) is a five-year initiative from January, 2010 to December, 2014, with the overall aim of contributing to poverty alleviation in Bangladesh through disaster risk reduction. It is designed to extend and expand the risk reduction efforts of Phase I following a multi-hazard approach to disasters to make the ‘paradigm shift’ in disaster management, away from relief and rehabilitation. CDMP II aims to institutionalise the adoption of risk reduction approaches, not only in its host Ministry of Food and Disaster Management (MoFDM), but more broadly across key ministries and agencies. As a multi-donor framework with initial support from UNDP, DFID and EC, CDMP II will be nationally implemented by MoFDM with an Additional Secretary as the National Project Director.
         
       
      
       
   
 


Under the overall guidance and the technical supervision of the Project Manager, the incumbent is expected to perform the following tasks: Develop a comprehensive risk reduction and response preparedness in urban setting in conjunction with the existing regulatory frameworks, SAARC Regional Roadmap on Urban Risk Management, and the UNISDR safer cities campaign

Conduct risk assessment exercises to identify urban vulnerable areas based on the types and severity of risks and propose the reduction intervention options to be taken by the community, local administration, national government, and other stakeholders

Oversee the urban LDRRF for local level risk reduction interventions including proposals vetting and approval, monitoring, financial disbursement and reporting.

Develop the scenario-based urban earthquake risks and impact of CDMP target cities and the appropriate risk reduction strategies according to result framework in the CDMP Project Document

Facilitate the city/municipality and ward-level contingency planning exercises and develop manuals/guidelines for the wider application by other stakeholders

Develop pilot early warning system based on the already developed storm inundation model for cities in coastal region

Develop strategies to mainstream urban disaster risk reduction into the relevant processes towards sustainable cities in the contexts of national strategic planning and budget allocation processes

Identify future lines of research and policy-oriented studies that would contribute to the mainstreaming of urban risk reduction methodologies

Develop educational/public awareness initiatives to transfer urban risk reduction information the sectoral and city/municipal stakeholders and the general public.

Work closely with existing networks including the NGOs to build good practices on vulnerability reduction with emphasis on community empowerment

Produce and submit reports as per agreed time line and reporting formats

Represent the PM at approved events as required.

Other duties as required by the PM or the changing demands of CDMP
 
         
   


An advanced university degree (Masters or equivalent) in disciplines such as Civil Engineering, geography, urban and regional planning. Qualification in applied geology / geomorphology is an advantage.
 
 
   


Minimum 10 years of experience in managing disaster management in urban areas with at least three (03) years in risk reduction involving the government at the different levels, communities, and other stakeholders
 
 
     


Excellent understanding of urban disaster risk reduction concepts, policies and principles as well as regional and international urban risk reduction practices.

Ability to apply theoretical knowledge into the design of complex, multi-disciplinary capacity development programmes on disaster management

Proven experience of mainstreaming gender sensitivity and inclusion in disaster preparedness and response.

Proactive and able to work with minimal supervision with initiative, reliability, flexibility, motivation, resourcefulness

Ability to deal sensitively in a multicultural environment and function effectively in diverse and multidisciplinary teams

Team player with strong client and results orientation

Ability to develop partnerships with a range of stakeholders including the government, UN agencies and civil society

Knowledge and understanding of integrated approaches to development, with a focus on capacity development

Excellent analytical and report writing skills

Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet etc.

Experience in working as geologist in a reputed organization is preferable.

Language Requirements:Excellent command of English and Bangla

Excellent oral and written English and Bangla communication skills, and exceptional technical writing and presentation capabilities
