The Ministry of Public Administration has identified the need to implement a Human Resource Management System for the Ministry as part of its drive to modernize its key operational functions. The Ministry further envisions that any system implemented in the Ministry must be capable of administering the needs of various other Ministries if there is a decision to implement a common Human Resource Management System for other Ministries as well.
The Ministry wishes to provide a modern, integrated, flexible administrative and management information system to support its human resource functions.
The Human Resource Management System (HRMS) overall in the Government environment is a very complex system involving many rules and procedures. The HRMS in the context of the Government of Bangladesh, and specifically the Ministry of Public Administration, will address the two main functions of Service Records maintenance and Payroll generation of the employees. A separate survey on existing IT systems being used for HRM in all ministries will be conducted by an IT expert.
